Cavite gov appeals inclusion of ‘middle class’ in gov’t cash aid for COVID-19 crisis

MANILA — Cavite Governor Jonvic Remulla on Monday appealed to President Rodrigo Duterte to include those belonging to the "middle class" in the government's social amelioration program. 

Social amelioration program is a 2-month emergency subsidy intended for the poorest of the poor affected by the COVID-19.


In an open letter addressed to Duterte, Remulla identified middle class as those "who have climbed their way up in life."

"As governor, I am respectfully asking that you consider them to be part of the social amelioration program. They may not get as much as the poorest of the poor but please consider their welfare. They are often over looked. They pay the most taxes. They keep our economy alive. They are mostly law abiding citizens. They need a break," Remulla said. 

The government, through the Department of Social Welfare and Development, started distributing last week cash aid to poor Filipino families as part of its social amelioration program.

The subsidies, ranging from P5,000 to P8,000, aim to benefit 18 million poor Filipino families, including beneficiaries of the government's Pantawid ng Pamilyang Pilipino Program (4Ps).

But according to Remulla, the COVID-19 crisis knows no social class. 

"It is a time of crisis for everyone. Not just the poorest of the poor, but also those who have built much but not enough… They are barely surviving," Remulla said. 

The Department of Budget and Management last Friday released an initial P100 billion to fund the state's cash aid program.

It will cover the first of 2 months of social amelioration for 18 million households, as called for under the Philippines' coronavirus response law, Bayanihan to Heal as One.
