MANILA – Justice Secretary Menardo Guevarra on Friday ordered the National Bureau of Investigation to “conduct an investigation and case build-up” on the murder and alleged rape of a teenager in Cebu.

Christine Lee Silawan, 16, was found dead in Lapu-Lapu City, Cebu on Monday, “with her face skinned off and other organs mutilated,” according to a Department of Justice order.

She was reported missing on Sunday after she failed to return home from serving as collector in church.

Guevarra granted the NBI authority “if evidence warrants, to file the appropriate charges against persons found responsible.”

The NBI was also directed to submit reports to Guevarra.

The gruesome slay has revived the debate on the reimposition of the death penalty.
