Road Problem: A Longstanding Problem
According to the Oxford Business Group, the country’s transport system was its worst-ranked category. Infrastructure was at its worst mark, scoring 3.4 out of 7, way below the 4.4 gross composite index for the country. Quality of roads was also below average, with a mark of 3.3 out of 7, placing the Philippines 97th country with the worst road quality out of 140 countries.
The government plans to improve these marks through the help of international donor agencies like ADB and World Bank. Another program is the National Roads Improvement and Management Program funded by World Bank in collaboration with the DPWH. Now in its second phase, the USD501.68-million project is set to “improve the efficiency and operational capacity of the national road system.”
